I haven’t reviewed Pronet Hosting yet (coming soon), but they are a shared hosting provider with a bit a scalability because they do have dedicated servers available. There is no set-up fee. They have cPanel (good) and 24/7 in-house support.

Hey, for $4.95 per year, how could you really go wrong? I wouldn’t try to move YouTube there (note to Google–Don’t do it!), but most personal sites should be fine.
